No mending and frost walker enchanted book when fishing

I have used up two fishing rods with Luck of the Sea III Unbreaking III Lure III trying to get an enchanted book with mending. I have received lots of other enchanted books but not one with mending or frost walking yet. I've done this over a span of the last few beta builds and on 1.1.0.

Happened to me, today I got an almost max fishing rod, all I needed was mending on it. I was at my mob grinder getting levels for enchanting and I have a hole with water in it with skylight access for fishing. I was there for about an hour, half of it fishing and got no mending.

I just thought my luck was really bad. There go a couple hours. Hey, at least I caught plenty of other good stuff.
