Vibrant Visuals: Waterfalls are too opaque compared to vanilla

I am not using any add-ons or resource packs

Reproduction Steps:
- Create a 1 block thick waterfall
- Look through with VV enabled and disabled

Observed results:
- With VV disabled you can see all of the terrain behind the waterfall. But with it enabled you cannot

Expected results: You’d be able to see just as far with VV enabled as with it disabled
