Vibrant Visuals: Clouds & distance fog render through water if volumetric fog quality is set to OFF

I am not using any add-ons or resource packs

Clouds & distance fog render through water if volumetric fog quality is set to OFF.
Important: Distance fog will only render through water if there is also water behind the distance fog (like in the screenshot)

Reproduction Steps:
- Set volumetric fog quality to OFF
- Create a waterfall/collumn

Observed Results:
- Clouds & Distance Fog render through the waterfall

Expected Results:
- This wouldn’t happen
