[MCPE-219851] skins not loading and panora;a freezes if screen animation is off

This bug started accouring after I updated to this hotfix and i’ve tried to wait for the skins to load but nothing happens even after I waited for 4 minutes which I suppose it’s enough for it to load

And the panorama freezes when screen animation is off

This issue is being tracked at MCPE-218475. The panorama freezing when screen animations are turned off is not a bug, see MCPE-191245.

In the future, please put only one bug in each ticket.
