Skin packs do not display capes when entering the game

Steps to reproduce:

1. put a cape on any skin from any skin pack (in the video I tried skinpacks: 1st Birthday Skin pack, Lunar New Year of the Ox)

2. Restart the game

Expected result: After starting the game, when the Skin Pack loads, there should be a cape on it.

Reality: When you start the game and you have a skin from the skin pack on, the cape disappears, but when you use a regular skin, the cape remains
