Classic Skins do not display capes when entering the game until the Dressing Room is opened

Steps to reproduce:

1. Put a cape on any Classic Skin (in the video I tried skinpacks: 1st Birthday Skin pack, Lunar New Year of the Ox)

2. Restart the game

Expected result:

After starting the game, when the Skin loads, there should be a cape on it.

Reality:

When you start the game and you have a Classic Skin on, the cape disappears, but when you use a Character Creator skin, the cape remains.
