Steps to reproduce this issue:

1. /locate biome minecraft:snowy_slopes

2. /tp there

3. /weather rain

4. /weather clear

Expected result:

The screen color would stay cold whlie snowing.

Actual result:

The screen color stoped taking effect while snowing.
