Vibrant Visual Bug

This is a minor bug but when I use the Vibrant Visuals, during rain, it does not have a grey sky, instead it looks like a normal sky with rain.

But also the brightness settings for vibrant visuals is very strange. As when I follow the recommended instructions of adjusting the settings so that there are only 2 creepers the world becomes very dark. This one is less of a bug report and more of the just quality of life request.
