Resource packs have the ability to add “labels” to the subpack screen to explain how to use the pack. These labels are defined in the pack manifest.json file, so they are called “manifest labels”.
Previously, multiple labels could be used in one manifest. This allows creators to break up explanations into multiple paragraphs.
However, in the 1.21.100.21 preview, only the first label loads.
Steps to Reproduce
Import the attached sample pack into Minecraft Bedrock 1.21.92.
Apply the sample pack in the global resources screen.
Click on the sample pack to show the subpack gear icon.
Press the subpack gear icon.
Observe four manifest labels, helpfully named “Label 1”, “Label 2”, “Label 3”, and “Label 4”.
Import the attached sample pack into the latest preview (Minecraft Bedrock 1.21.100.21 or later).
Repeat steps 2-4.
Observe that only “Label 1” appears.
Expected Results
All manifest labels load in-game, just like in 1.21.92.
Observed Results
Only the first manifest label loads.

I'm glad to hear that the labels are being considered for Manifest V3, but I think this is still a valid report, because Manifest V2 functionality shouldn't change just because a new system was added.
Thank you for your report!
However, this issue is Working as Intended.
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.

Pack settings are being revamped.
Support for multiple settings/labels will be included in manifest v3 in upcoming releases so hang tight!
