Note:
This needs to be fixed in all versions of Android as it previously worked in all versions.This probably doesn't happen partially issue on some devices but it does happen on the vast majority.
During the process another bug was previously discovered which is (MCPE-225986) and it still persists.
Impact:
These bugs are requested to be fixed to ensure file and folder generation works correctly on all Android versions, preventing the loss of user settings and login information, especially for users who upgrade or reinstall the game.
Bug:
There is a problem that causes folders and files to no longer be generated within /storage/emulated/0/Android/data/com.mojang.minecraftpe/files/games/com.mojang/
And
Previously when using application storage the "xal" folder was generated in "/data/user/0/com.mojang.minecraftpe/games/com.mojang/”.
Issue discovered when trying to switch from Minecraft beta to official Minecraft.

In System application storage:

As shown in the comparison table, it is noted that this did not occur in 1.20.30.21 beta while it did in 1.20.30.22 beta. And this is never seen in the change log.
Steps to Reproduce:
Part 1, recreate the issue
Enter in minecraft bedrock
select application storage in minecraft settings > storage > file storage location > "Application"
be signed in to your account microsoft
Close minecraft bedrock
Part 2, Issue verification
have the device rooted and use a file explorer and allow root access
check if the folder is found in the corresponding location "/data/user/0/com.mojang.minecraftpe/games/com.mojang/"
Expected result:
the "xal" folder is located in "/data/user/0/com.mojang.minecraftpe/games/com.mojang/" when using system application storage.
Observed Results:
the "xal" folder is located in "/data/user/0/com.mojang.minecraftpe/" when using system application storage.
In External Storage:

I have not added the files from the missing folders because it is understood that if the folder is missing also files.The folders I'm talking about are "xal" and "minecraftpe".

Steps to Reproduce:
Part 1, recreate the issue
Delete all data from your Minecraft bedrock or uninstall and reinstall Minecraft Bedrock (First make a backup copy of all the files that you consider important, such as worlds, templates, etc.)
Launch minecraft bedrock and select external storage (open Minecraft settings > storage > file storage location > "External" and selected)
Close and reopen minecraft bedrock
Configure your minecraft however you want, and log in to your account microsoft.
Close minecraft bedrock
Part 2, Issue verification (Compatible with all Android versions)
Use USB to connect your Android device to a PC
Activate file transfer in the pop-up window.
Open your file explorer on your PC and search for Devices and drives
Open the option that has the name of your Android device.
select the option that says shared internal storage
once there enter the directory /Android/data/com.mojang.minecraftpe/files/games/com.mojang/
Check if the files and folders marked with in the table exist in /Android/data/com.mojang.minecraftpe/files/games/com.mojang/
Observed Results:
Only some in the table folders exist in /Android/data/com.mojang.minecraftpe/files/games/com.mojang/.
Expected Results:
All files and folders in the table exist in /Android/data/com.mojang.minecraftpe/files/games/com.mojang/. All shown in table 1.19.80

I can no longer make backup of my Worlds cause, It was set as 'Application' instead of External in storage settings. So, I cannot see the Minecraftworlds folder in the settings. .
I have lost motivation to play MC now cause If I have to change my device I cannot continue in this world and also which is like Hours of Time spent lost

I wanted to provide some detailed context for this ticket, as this is not a new issue, but rather a consolidation of previous reports that have not been fully resolved.
The history of the issue is as follows:
MCPE-176675 was closed as 'resolved,' but the fix only applied to Android 11 and 12, leaving the rest of the devices unfixed.
MCPE-178354 focused on the XAL file not being generated, was also closed incorrectly, as the issue persisted.
MCPE-178355 reported that the XAL file was being moved to the wrong location. It was closed as a duplicate, despite being a separate issue from the lack of generation.
This ticket was created to merge all of these issues and ensure they are addressed comprehensively rather than piecemeal. We would appreciate a full review and a solution that works for all affected devices, not just a select group.

This appears to be the same bug as MCPE-178354 that was previously resolved as Fixed.
