Iron and Copper Bars experiencing clipping issues

When an Iron Bars or any type of Copper Bars block is placed on top of a block of any kind, the Bars will experience a clipping issue in which the bottom textures of the bar will flash in a broken way whenever the player moves.

To Reproduce:

1. Load into a world, preferably a Creative world.

2. Create a flat surface of full, solid blocks, It would be best to use blocks that are light in colour and have simple textures to make the issue easily identifiable, however the bug occurs regardless of what block it is.

3. Place Iron and/or Copper Bars directly on top of this surface in a connected sequence.

4. Move around a bit to see the way that the textures flash. Then, stay still.
