Custom skin packs are no longer shown in-game

Steps to reproduce the issue:

1. Close Minecraft Preview (due to MCPE-227874 )

2. Import a custom skin pack

3. Open the Dressing Room and go to the Classic Skins section

Expected result:

The skin pack will be shown.

Actual result:

The skin pack is added to \AppData\Roaming\Minecraft Bedrock Preview\Users\games\com.mojang\skin_packs, but it is not shown in-game.

It is shown correctly in Ver. 1.21.110. (3.png)

If this is released on the Switch version as is, it may affect the Switch-exclusive Mario skin pack.
