TNT Minecart cannot be placed on rail when flaming arrow is in same block

steps to reproduce:

1. place rail

2. shoot arrow at rail with flame bow

3. attempt to place tnt minecart (it doesn’t place)

expected outcome: tnt minecart is placed on rail and explodes

actual outcome: TNT minecart is not placed
