steps to reproduce:
place rail
shoot arrow at rail with flame bow
attempt to place tnt minecart (it doesn’t place)
expected outcome: tnt minecart is placed on rail and explodes
actual outcome: TNT minecart is not placed

Minecart cannot be placed on rail when an arrow or trident is in the same block

It happens with every minecart, and it doesn’t need to be a flaming arrow, it can be a normal arrow or a trident.
This is normal (happens also with boats in normal blocks)
I think the real bug is that it displays the hand animation even when not placing a minecart
