Hand animation plays even when you can't place a minecart

Relates to MCPE-230032

If you try to place a minecart in a rail and there is already an entity there, it plays the hand animation but doesn’t place the minecart

1- Place a rail

2- Shoot an arrow in the rail

3- Try to place a minecart in that rail
