When riding a boat on ice, the speed of a boat doesn't change. In Java and consoles, the speed is increased when on ice. I know it should be in the game. Confirmed by Helen.

However, this issue has been closed as a Working as Intended.
In the Java Edition of Minecraft this is a bug, see MC-97803
