After resetting the game to its default settings, I activated Vibrant Visuals. The result and behavior were as expected, and even after restarting, there were no problems.
After restarting the PC the next day, the problem reappeared: the brightness is excessive in the title menu. When you enter or create a world, there are reflections everywhere, and the FPS is correspondingly low.
The problem can be solved by deleting options.txt in the Roaming folder, but as described above, the problem may reappear.

Do you have any other programs running in the background? A screenshot of your system tray may be helpful.
I already looked at your report, and setting anti-aliasing to 1 helped me. I didn't install any new programs before the hotfix update.
