I already looked at your report, and setting anti-aliasing to 1 helped me. I didn't install any new programs before the hotfix update.

I tried method 2, and it resolved the issue for me. I do not have RivaTuner installed; that seems to be another cause of the issue.
That might be, but I have RivaTuner not installed; it is not mono-caused by it.
Oh, darn. Someone has already reported this issue. I have it too; it occurs after a while, usually after restarting the system after a long break. The issue can be temporarily resolved by deleting options.txt in the Roaming folder, but it may reappear.
Not only that, but any flowing water appears white and opaque if there is air behind it. This means you can no longer see the ceiling directly above flowing water, or if water is falling down around you, you can no longer see anything outside the water.
However, the problem only seems to occur with third-party packages with Vibrant Visuals; I mean, it's not as bad or doesn't exist in the standard version (I haven't checked again).
