Summary:
Each time you start Minecraft, any previously purchased DLC is locked until you open the Marketplace store. They should be available straight away.
Steps to Reproduce:
Open the Minecraft app
Create a new world
Look through the DLC Templates for purchased content (they are likely to appear locked)
Exit, to the home screen, and open the Store
View the purchased DLC pack
Now exit and create a new world again
The purchased DLC should now be unlocked
Observed Results:
The DLC purchases are locked until the store is opened and closed. You have to do this each time you restart the game.
Expected Results:
Any purchased DLC should be available straight away.

Further note to this: If you sign out of your X-Box account through the X-Box app, then launch Minecraft and get the "Signing in ..." notification, and you sign in to your account via the popup window that the Minecraft main menu opens, your DLC will all be unlocked. However, if you close the game and reopen it, once again your DLC is locked and you have to enter the store to open it. Or sign out of your X-Box account and start the whole process over again.
At least, that's the way it works for me.
