End rod particles don't float down

In Java Edition, end rod particles float downward after appearing. Sometimes they jump up a bit and then float down. However, in Bedrock Codebase, they do not move at all. (See attached videos for comparison.)

Steps to reproduce:

1. Place an end rod.

2. Wait for it to generate particles.

3. Notice that the particles don't float downwards like in Java Edition.
