I've tried uninstalling and reinstalling Minecraft, but global resources still don't work. Regardless of the size or number of packs, they don't apply to the map. It's not a pack issue; applying a resource pack to each map works fine.
Another issue is that applying global resource packs often automatically deactivates them, so I have to double-check.
We're tracking this issue at MCPE-233214, so I will resolve and link this report as a duplicate.
