End sky flashes are not available in Fancy and Simple graphics

On both Bedrock and Java, while you're in the end, every 30 seconds a flash would happen in the sky, and the lightning would turn slightly purplish when that happens, but on Bedrock Edition this seems to only happen if you have Vibrant Visuals enabled, if you're using Fancy or Simple graphics the flash wouldn't appears, which does not match Java Edition.

Steps to reproduce:

1. Change your graphics mode to either Fancy or Simple

2. Join any worlds, and then go to End

3. Wait for 30 seconds or longer

4. Observe

Expected results:
The sky flashes every 30 seconds, and the lightning turn slightly purplish.

Observed results:
Nothing happens.
