Creeper visual bug

Every time I use a resource pack in Minecraft, when I enter the game the normal creeper display becomes a charged creeper, at first I thought it was just a troll from the pack developer, but it turns out the same thing happened to the other packs I used, and I started to suspect it was a new bug in Minecraft, please fix it because it makes me shocked, the problem is that the normal creeper display becomes a charged creeper, maybe because there is a problem in the resource pack system, i always try to change my resource pack list, but it didn't work, the creeper still have a visual bug, the visual just will back to normal if i didn't activate any resource pack
