custom skins cannot be imported

I tried to import my custom skin(64×64,.png file)on my divice,but it shows me "Please import a .png file of dimensions 64×64,64×32 or 128×128“.I’m sure I have obeyed these rules,but it doesn’t work.Even 1.21.131 can’t work,too.
