Phantom deals more damage than on Java Edition

Steps to reproduce the issue

1. /time set night

2. /gamemode survival

3. /summon phantom

4. Take damage from the Phantom

Expected result: Phantom deals as much damage as on Java Edition
Actual result: Phantoms deal more damage on Bedrock Edition than on Java Edition

All values in health points, divide each value by 2 to get number of hearts.
