Phantom deals less damage than on Bedrock Edition

Steps to reproduce the issue

1. /time set night

2. /gamemode survival

3. /summon phantom

4. Take damage from the Phantom

Expected result: Phantom deals as much damage as on Bedrock Edition
Actual result: Phantoms deal less damage on Java Edition than on Bedrock Edition

All values in health points, divide each value by 2 to get number of hearts.
