Have you tried uninstalling and removing the com.mojang folder, before reinstalling the game?
Backup any data you don't want to lose, then try the following:
Backup your MinecraftWorlds folder (if you want to save your worlds) (Device storage > games > com.mojang > minecraftWorlds)
Uninstall MCPE
Delete the com.mojang folder (Device storage > games > com.mojang)
Reinstall MCPE
Run MCPE and if it works restore your MinecraftWorlds folder
Sometimes a clean install of the game will help with these kind of issues.
Please back up any data you wish to keep and uninstall then reinstall the game. You might find following links helpful:
Also, please check that your system drivers are all up to date before reporting back.

Did the uninstall, delete folder, reinstall. Problem still persisted. Then went through and proceeded to update drivers. Managed to corrupt my computer, so ended up doing a reset. This resolved the minecraft issue. Sorry I can't give anymore details about the fix, a bit of a sledge hammer.

Hi. I'm experiencing the same issue. It first occurred in version 1.1.3. Still occurring in 1.1.4. I'm on Windows 10 with all updates applied. Very occasionally the game actually loads with a message saying the global resources have been reset. I've got no mods installed. I've uninstalled and reinstalled the game with no change in behaviour.
Turning off wifi seems to resolve the issue. Once the game has loaded, I can then turn wifi on and proceed as normal.
Let me know if there are some crash logs or some debug info I can find to send to you.
I'm using a surface pro 3. Problem also occurs on a desktop PC running windows 10.
