Enable Game Pause toggle can no longer be accessed from main menu

Previously, the Enable Game Pause toggle can be accessed from the main menu, which allow you to quickly enable/disable the pause feature without entering any world first, but since 1.21.80 this is no longer the case, as the toggle is now only visible if you're inside a world.

Steps to reproduce:

1. From main menu, go to settings > general

2. Observe

Expected results:
Enable Game Pause toggle can be accessed from main menu.

Observed results:
Enable Game Pause toggle can no longer be accessed from main menu.
