Camel husk jockey can spawn in high light levels

This problem has been active for at least 1 month and I am not the only one struggling with it. For some reason camel husk jockeys and according to others even zombie horse jockeys, are able to spawn on light levels higher than 13. There have been numerous accounts (all on Bedrock) where the mobs spawn on top of, or around torches and today 2 spawned at midday in my world whilst I watched. This happens regularly with roughly 1 to 5 spawns daily, (today was the first time they spawned in the day). They have already killed numerous important villagers which means my city building is on a halt. Please fix as soon as possible.
