Creaking can only rotate their head horizontally

In Bedrock Edition, Creaking can only rotate their head horizontally, while on Java Edition, Creaking can rotate their head horizontally and vertically, this should be changed to match Java Edition.

Steps to reproduce:

1. Summon a Creaking

2. Tower up at least 3 blocks

3. Change your gamemode to survival, and look at creaking

4. Change your perspective to third-person back and then look away

5. Observe

Expected results:
Creaking look up, meaning they can rotate their head vertically, matching Java Edition.

Observed results:
Creaking never look up.
