Sulfur cubes only spawn at light level 0 in Bedrock Edition, unlike Java Edition

In Bedrock Edition, sulfur cubes can only spawn in locations where the block light level is exactly 0. In Java Edition, sulfur cubes ignore light level entirely and will spawn regardless of the light conditions. This creates a version parity inconsistency, resulting in significantly fewer sulfur cube spawns in Bedrock Edition compared to Java Edition.

Steps to Reproduce:

  1. Locate a sulfur cave biome.

  2. Use the /fill command to clear the surrounding area and fill in any nearby caves within the biome that could interfere with spawning, creating a flat spawning platform for testing.

  3. Use the /fill command to place light blocks set to light level 15 across the spawning platform.

  4. Change the light blocks to light level 0 and observe the spawning behavior.

  5. Repeat the observation across different light levels for comparison between editions.

Observed Results:
In Bedrock Edition, sulfur cubes only spawn when the light level is set to 0. No sulfur cubes spawn at any higher light level. In Java Edition, sulfur cubes spawn normally regardless of whether the light level is set to 0 or 15.

Expected Results:
Sulfur cubes in Bedrock Edition should spawn at light level 15 and above, just as they do in Java Edition, ignoring light level restrictions entirely.
