Redstone dust visually connects vertically through Targets/Bells but does not transmit signal

Redstone dust visually connects vertically, but Targets and Bells block signal from passing through. If not otherwise connected, each wire acts as a bud. The top wire is likely also affected by MCPE-142182: Target blocks visually redirect Redstone dust, but don't actually.

The Redstone wires should either appear disconnected (i.e. Targets in Java Edition) or should allow signals through (i.e. Bells in Java Edition).

Currently, the appearance does not reflect the behavior.
