[MCPE-240685] [1.26.33] - Vibrant Visuals disabled on supported Windows device

In 1.26.33 the Vibrant Visuals option got disabled, but my computer supports it and worked with without any problems in 1.20-1.26.30 but now it got disabled. I have latest DX12 version and it still on works on <1.26.30. Fix it this now.

What GPU does your computer have? You can find this information in the Performance tab of Task Manager.

Also, do you have any resource packs enabled, and are you playing in a Marketplace world?

Sorry wrong reason, turns out it just needed capabilities pbr in manifest.json. My report is that: capabibilities pbr is now required to add in manifest.json v3 to make VV work, which wasn’t required in v2
