Fit-to-frame being disabled incorrectly causes icons to be centered

Icons generated for custom blocks using "gui": {"fit_to_frame": false} are being forcibly centered following the attempted fix of MCPE-234752. The approach of that attempt leads to undesired rendering.

A previous workaround using zero-sized cubes is no longer available. This fix must exist for conformance to Vanilla.

Demonstration

The attached image demonstrates this issue. In the hotbar is a Vanilla slab and then a custom slab. The Vanilla slab model is occupying the bottom half of the block space and is rendered as such in its icon. This is desired for the custom slab. However, because of the forced centering, the icon is lifted up incorrectly.

Reproduction

This example is taken from the resource pack in the attached world for convenience. This world can be opened (in Minecraft Preview) for inspection or unzipped to access the code associated with such.
