Zombie Rider Spawn Issue

Zombie riders are able to spawn in light levels up to 7 because the code for zombie horses allows them to. Zombie horses are labeled as passive mobs and can therefore spawn in light levels up to 7. The issue is that these horses cannot spawn without a rider, making it so a hostile mob is able to spawn in well lit areas. This heavily contradicts a base game mechanic and negatively affects homes and villages.
