I already reported this issue but it got marked as resolved because it got fixed in 26.40, but it didn't, the bug is still there in 26.44. (The latest hotfix.)

How to do it:
Open the emote menu (by default with the left button).
Expected result:
The emote set to X is at the top.
The emote set to Y is on the left.
Actual result:
The emote set to X is on the left.
The emote set to Y is at the top.
It's fixed in 26.50.
