Since 26.60.24, all objects that don’t support PBR maps trough texture sets or global pbr, now appear more reflective than usual. This list includes entities, items, held blocks, even clouds. The roughness cannot be controlled by any configuration in the resource pack.

Can confirm, attached two more evidence screenshots.
An appropriate title for this report would be:
Entities, block-entities, and anything rendered as an entity, now has the wrong default PBR material in ray-traced graphics mode.
Previously it was fully rough RGB(0,0,255) now it is half-glossy (seemingly 0,0,64)
I personally have not tested if this applies to actual blocks without PBR, because the game now has its own default/fallback PBR for VV which gets used with RTX.
No, it’s not applied for regular blocks. Blocks without PBR value from “pbr/global.json” config, which appears to have fully rough (0, 0, 255) value in vanilla resource packs.
I can’t tell what happens if you remove pbr config from regulare resource packs, but I believe the current value is going to be used.
