When "Text to Speech for UI" is enabled on a touch device, scrolling through long settings lists does not work reliably. Options below the fold cannot be reached by touch scrolling.
Steps to reproduce:
Enable Settings → Accessibility → Text to Speech for UI
Go to Play → tap Edit on a world (or Create New World)
Open Behavior Packs, Resource Packs, or any long settings list
Try to scroll down with a finger swipe
The list does not scroll reliably — items below the fold stay unreachable
Expected: swipe scrolls the list so every option is reachable.
Actual: the list barely scrolls or doesn't scroll at all.
Workarounds (not fixes): a Bluetooth/USB controller to navigate menus, or an extremely precise bottom-edge swipe near specific menu labels. None of these are viable for all blind players — many don't own a controller, and the swipe trick takes multiple tries even for experienced users.
Impact: This is an accessibility blocker. Blind players depend on TTS for UI to navigate menus at all. If they can't scroll settings lists, they can't activate packs, change settings, or set up worlds — many give up before ever playing.
Note: Related ticket MCPE-243671 was closed as a duplicate of MCPE-45499, but that ticket covers the double-tap activation requirement (closed as Works As Intended) — not the scrolling failure described here. Double-tap to activate is fine and expected; this report is specifically about scrolling being non-functional.
