Potent sulfur does not produce white bubbles on waterlogged blocks

Steps to Reproduce:

1. Place or find potent sulfur

2. Place water on it

3. Place a carpet on it

Observed Results:
No particles are produced.

Expected Results:
Only the white bubbles are produced, with the noxious gas being suppressed.

Notes: This is a parity issue with Java Edition.
