A Tamed Parrot will attempt to get on your shoulder when you are riding a Tamed Donkey, when you then get off the Donkey, the Parrot remains sitting on the Donkey and you are no longer able to get back on the Donkey, you can access the Donkeys inventory by right clicking and remove the Saddle, but the Parrot still remains on the back of the Donkey.
How to recreate, Tame a Parrot, Tame a Donkey, ride the Donkey with a Saddle attached, wait for the Parrot to fly towards you and attempt to settle on your shoulder, get off the Donkey, see the Parrot on the Donkey, attempt to get back on the Donkey.

1.2.8 Update, Beauregard the Parrot has been sitting on Sancho the Donkey for two months now... (even though they haven't been named ingame as name tags are still unobtainable via fishing or from loot chests) sigh!
You CAN get birds off of donkeys and mules!! You needs seeds in your inventory for this. Simply pull the donkey with a lead to an open water source where t you and the donkey will be able to get out easily. Get into the water and pull the donkey with you. Once the donkey gets into the water, the lead will break and the bird will fly off the donkeys back. Quickly swim onto land and turn around and feed the bird until it loves you and follows you. Walk into the bird and it will get on your shoulder. Then you can help your donkey out of the water with the lead if it is having trouble getting out on its own, or you can jump on it and ride it to your desired location. Problem solved.
