Netherwart not naturely spawning in Nether

I can find netherwart in the fortress by the stairs where it is normally spawned in the nether but cannot find it anywhere else. Normally it grows regularly on patches of soul sand, but I am seeing/finding none outside the fortress.

Why the decision to make this change? It was a great alternative source for netherwart.

Is there documentation other than the Wiki (where you have to search each potential change) that lists all the differences between versions? It would be nice to have a table that lists out each item, function, feature, etc. for the versions (java, bedrock and consoles) so we can actually discover what's different without a) guessing and b) reporting it as a bug.

I have yet to find a Nether Fortress that didn't have stairs, but seeing as the Nether is infinite, if you do find such a fortress, you simply need to explore further to find a different one that does. Once you find even a little, the crop yield is so high that you don't need to search for more.

Console edition was a exception due to the limited nether.
