I find it near impossible to start a farm on this verson of minecraft because chunks unload too quickly. Everything from passive mobs maturing to wheat growing. On this version; i cant go mining while waiting for crops to grow because the chunks will unload at an unreasonable distance.

Its not so much that the chunks are unloading as it is the game ticks stopping when the player is 64 blocks away. everything only works within 4 chunks of the player even if the render distance is 16.

This appears to be sphereacle, so going mining at diamond levels almost immediately moves you out of range of surface farms. I agree this is too small.
Ticking areas help, but ultimately, the render distance of mobs shouldn't link to the growth of farms or entities. This is also affecting how mobs despawn, as they move off the edge of active areas and freeze. If you stay in a small area, this freeze affect causes massive buildups of mobs, passive and hostile.

Incidentally, the active ticking area around a player is not spherical. It consists of entire chunks; altitude has no effect on ticking.
