I have a block of ice with 5 torches nearby and it has not melted.
I have two different farms that use and underneath rail system. I have powered rails powered by redstone torches. The carts are stopping regularly for no reason. The only way to fix is to dig out the dirt and go push the cart again. Then I will have to replant, and in the case of my pumpkin/melon farm reinstall glass.

The light melting is already a Bug topic. Confirmed and being worked on.

However, this issue is invalid.
Please put only one bug report in each ticket. Bugs are worked on individually and are fixed at different times. When multiple bugs are on the same ticket, it's impossible to fix one and close the ticket while the other one is still being worked on.
Feel free to create replacement reports, one per issue. However, you may want to consider the following first:
1. If your "ice" is actually packed ice, it will not melt. Otherwise, be advised that ice melting is a random event that could happen immediately or not happen for an hour or more, though it should usually happen within a few minutes. It also needs a light level of 11 or higher beside it to melt, so torches will not melt ice more than 3 blocks away. Multiple torches will not increase the melting rate; all that matters is that at least one of them is in the 3-block range. Each block of ice will melt independently, but all of them have the same chance of melting on any given tick. You should consider all these facts before concluding that you have found a bug.
2. The minecart problem is often a result of the chunk it's in being unloaded. When you are more than 4 chunks away from it and haven't defined a ticking area that includes it, the minecart will stop moving. However, I think its momentum should be saved, so it should resume moving when you come back into range. I'm not sure, though, so you should probably create a new ticket for this.
