Blocks can't be broken in adventure mode, even with the correct tool. Blocks cannot be placed, even those the player is supposed to be able to break.

Steps to reproduce:
1 enter any new or existing world set to adventure, or change your game mode to adventure after entering.
2 attempt to use any tool on an appropriate block, or attempt to place any block of any kind

Adventure mode is a game mode intended for player-created maps, limiting some of the gameplay in Minecraft. In this mode, the player cannot directly destroy any blocks with any tools or place any blocks, in order to avoid spoiling adventure maps or griefing servers. Players are only allowed to craft items, and interact with mobs, item frames, and paintings.
If the tools or block are given the appropriate NBT tags (through the use of commands), then they can be used in Adventure mode, as shown here:
