I think I understand the issue. This is a Windows 10 feature, not a Minecraft feature. When in fullscreen mode, the taskbar switches to 'autohide' mode, even if you turn off autohide mode normally. This is so that if the fullscreen app hangs, you can still get to the taskbar and recover control of the system.
