Grass doesn't grow

whenever a sheep eats grass or you plant sugar cane, it either doesn't grow for hours or it just doesn't grow back

Grass spreads slowly. It's a random block tick event, which means there is a tiny random chance of it occurring each game tick (1/20 second). But because it's a random probability, a given block has a small chance of taking an hour or more to grow grass.

You may also need to know that grass doesn't just grow on dirt, it has to spread from an adjacent grass block. Also, only blocks within your active area (or a ticking area) receive random block ticks, so if you go more than about 70 blocks away there is zero chance of grass spreading until you return. So, for example, if I build a road to a distant location, the grass along it typically doesn't ever regrow because I don't linger there for long when I'm using the road.

One way to make it nice looking in such cases is to use a shovel enchanted with Silk Touch. This can get you grass blocks in your inventory, which you can then place where you want them. Of course, you're only transplanting the grass, leaving dirt behind, so you'll want to take the grass from somewhere you don't care about.
