From the latest patch notes, I have noticed the follow fixes have not actually been fixed:
Animals can once again jump over blocks while being lured with food
Minecarts will no longer make footstep sounds

The bug has been partially fixed. While animals will now jump over a block when you are luring them, they will immediately "lose interest" and stop following you. In the end, I just decided to use the lead I had cheated in last update. ¯_(ツ)_/¯

I still have the issue where the animal won't jump over the block and will lose interest. I have to go up to the animal and hit them in order for them to run and jump over the block.
