Packed ice/ice doesn't instant mine (Realms for sure)

I might misunderstand this for the lack of detail but... ice doesn't instant mine unless you have a diamond pickaxe with Efficiency III or any other pickaxe with Efficiency V. Also, give us more details like for instance in what context does ice not instant mine?

Yes, I am aware that you need efficiency to do it.. No matter what efficiency you have, it does not instant mine. It basically mines as if you're just breaking it at normal speed.
