Actually ice, packed ice, and glass aren't for example like stone to where a pickaxe makes it mine faster, it's like mining dirt with a pickaxe it's not going to mine it faster and efficiency only effects blocks something is supposed to mine for example if you had a golden efficiency 5 pickaxe it wouldn't mine dirt any faster than your hand
@unknown That's not entirely correct, see the ticket mentioned in my previous comment for the intended behaviour.

Confirmed. This was an issue in the Java version, and has been fixed (MC-34772)
