With a Haste II beacon active, try mining regular stone with a diamond pickaxe enchanted with Efficiency V.
Expected Behavior: The stone blocks will mine instantly similar to mining netherack with a fast pick
Actual Behavior: The stone blocks will mine slower than expected, with a similar speed to mining with the same pick without Haste II. Spam clicking seems to mine the stone at a faster rate then simply holding down the mine button, which seems odd to me.

Is this intended behavior or a bug with Haste II not scaling properly with an Efficiency V diamond pick?

It is actually possible to instamine on Win10 via a bug. Imagine you're digging a 1x2 straight tunnel forward. If the regular instamining conditions apply (sometimes even without them) and you aim your pick towards to upper edge of the lower block, it'll be instamined. If you aim towards the lower edge of the upper block, it'll be instamined. Mix the two so your cursor is exactly positioned near the lower edge of the top one and you can instamine a 1x2 tunnel even while sprinting. There are instamining angles when facing blocks above you as well. Not sure about below.
This is the same problem I've been having, it's really annoying, pretty much makes beacons useless in my opinion.
Confirmed on 1.0.3: Efficiency V diamond pickaxes can not break Netherrack instantly, even though 8 + 5^2+1 = 34 > 12 = 0.4 * 30 where 8 is the multiplier for diamond tools, 5^2+1 is the speed bonus for Efficiency V, 0.4 is the hardness of Netherrack.
