I have noticed in my creative world that mobs don't despawn even if I go really really far away. I believe these mobs that stay spawn makes the spawn cap stay large and create issues on just about anything that relies on mobs spawning normally.
What I expect is that the mobs would despawn if you are far enough away from them and would increase the challenge in dungeons and caves because the spawns would be in that general area.
Right now I can walk around at night and only need to kill a handful of creatures while working on my base which isn't spawn proof... I don't even think that putting the game on peaceful right now despawns creatures when they are far enough away.

I've noticed this to on a Realm as well. Even more so for when mobs get in lava / water, they don't seem to despawn normally too. Makes Wither Skull hunting in the Nether annoying when no Wither Skeletons spawn due to cap reached from jumping up and down in the lava.

The thing that first made me take a look at this was in my normal single player world when ever I would fly to my double mob spawner to fix my gear during the day there would be a tone of Mobs on fire.
My base is about 500 blocks from that xp farm so it was just a little weird. Everywhere I look they say that mobs despawn at 128 blocks from the player but that is more than tripple that and still had mobs there...

This hasn't been resolved.
Most of these mobs not spawning problems is caused by this for sure. Trust me you can't without cheating find all the cave systems. There's caves near my base that have the cap limit and I don't know where they are and they more than likely have near the cap limit of mobs because there's litterally no mobs spawning near my base.
This is causing for sure serious lag issues.
You need to find out a way to make mobs despawn or none of these hostile mob farms are going to work
