When a snow layer block is on top of a grass block, and the player places a flower, tall grass or certain other things on top of it, it gets placed, but the snow layer is removed in the process. This is obviously not ideal since the bedrock edition allows snow to occupy the same block space as the blocks in question, and therefore the snow layer should not be deleted when the item is placed.

This is intended. Placing any block where snow is will replace the snow. Including flowers if the block under the snow allows the flower to be placed there.
By that logic, shouldn't placing snow into the flower/grass place the snow and delete the flower, instead of them both occupying the same block?

I think it is meant to work like that
